Founder and CEO Mark Boling
Mark K. Boling is the Founder and CEO of 2C Energy LLC, a company dedicated to providing low-carbon energy solutions to the challenge of climate change that will sustain economic growth, enhance energy security around the world and bring modern energy to billions of people worldwide.
Before founding 2C Energy, Mark was Executive Vice President of Southwestern Energy Company, the fifth largest natural gas provider in the United States. Mark led Southwestern’s efforts to identify, develop and implement solutions to the challenges of unconventional resource development that struck an appropriate balance among the environmental, social and economic impacts of the Company’s activities. Under Boling’s leadership, Southwestern Energy made history as the first company in the industry to become “freshwater neutral” in its operations.
Mr. Boling initiated and led the Company’s successful effort to collaborate with the Environmental Defense Fund in developing a Model Regulatory Framework for Hydraulic Fracturing Operations. Mr. Boling also initiated and led the formation of the ONE Future (Our Nation’s Energy Future) Coalition, a non-profit trade group focused on identifying policy and technical solutions that yield continuous improvement in the management of methane emissions across the entire natural gas supply chain.
Boling has spent his entire career in the energy industry. Prior to founding 2C Energy and before his sixteen years with Southwestern, he was a lawyer in private practice in Houston, Texas, specializing in oil and gas transactional work. Mr. Boling was a partner with the law firm of Fulbright & Jaworski L.L.P. where he practiced in the firm’s Oil & Gas/Real Estate Section from 1982 to 1993. Mr. Boling holds a Juris Doctorate degree from Southern Methodist University and a Bachelor of Science degree in Geology from DePauw University.
Mr. Boling is a frequent speaker on the low-carbon economy and the business necessity of energy transformation. He has lectured at Yale University and Harvard University, and was a keynote presenter at former U.S. Secretary of State John Kerry’s bi-partisan conference on climate change in September 2017 at Yale University. He participated in the preparation of the Atlantic Council report titled “European Unconventional Gas Developments – Environmental Issues and Regulatory Challenges in the EU and the U.S.”
Mr. Boling has testified before legislative committees in Washington DC and in state capitals on a number of energy issues, including the impact of proposed U.S. financial market regulatory reforms on managing commodity price risk in the upstream oil and gas sector, strategies for controlling methane emissions from oil and gas operations, and the role of natural gas in domestic and international decarbonization strategies.
In 2012, the London Financial Times named Mr. Boling the U.S. Innovative Lawyer of the Year.
